here to explain how this all started at 10:30 i'm told is corporal maria mckenny with prince george's county police. this all started at 10:30 you said with an arrest warrant. let's start from the very top. >> shortly before 10:30 yesterday evening, prince george's county police officers responded to the 8100 block here in adelphi, maryland to assist u.s. marshals who were attempting to serve an arrest warrant on an individual. once the officers got on scene and shortly thereafter, a barricade was called. >> reporter: we know that every one in the area is safe. we don't believe that the suspect at this point is holding anyone hostage. you were explaining that other people have been evacuated? >> that is correct. individuals who have been affected, who are at the target location of the apartment complex have been moved. >> reporter: there has been some communication. talk about negotiations at this

point. >> negotiations are ongoing at this time in an attempt to make contact with the suspect. >> reporter: he's an armed suspect. the person is an armed suspect. we're unsure if it's a male or female. you're hoping the resolution will be a peaceful one. >> yes, ma'am. at this time the person is armed and barricaded themselves inside the apartment and we're hoping that this person through ongoing negotiations will come out peacefully and unarmed. >> reporter: one last quick question. folks will be waking up soon heading out to work in adelphi. what's the recommendation for them seeing all this activity in their neighborhood? >> the recommendation that we give at this time is to just continue on about their day, just let them know that the situation is under control and we have officers on the scene who are negotiating with the suspect. they are allowed to come in and out of the apartment complex. >> reporter: thank you so much for getting up early with us and giving us more detail about what's happening out here. so this barricade situation

happening since 10:30. first started with an awest regard want -- arrest warrant that u.s. marshals were trying to serve. this investigation and barricade situation has been ongoing since. we'll remainere and bring you the very late nest a half-hour. back -- latest in a half-hour. back to you. >> thanks, delia. today children whattend other schools in newtown, connecticut will return to class. the first funeral for sandy hook elementary students were held monday. family and friends said good buy to jack pinto. jack was a huge giants fan who was buried in his victor cruz jersey. the other service was for noah pozner. his best friend was his twin sister. she was in another classroom and survived the shooting. two more funerals will be held today. after his emotional speech in newtown sunday night, president obama sat down with some of his cabinet members yesterday to talk about what can be done to better protect americans from that shooting. a possible action includes new gun control laws and the

president could try to attack -- enact some new gun rules through executive order. residents in maryland, virginia and the district are just three digits away from help if they're having trouble coping with the event in newtown. you can call 211 for advice or counseling. the free service is staffed 24 hours a day seven days a week with operators who speak more than 200 languages. it is 5:05. let's go to something a little lighter, your money report this morning. jessica is off. we still have the numbers for you. overseas trading is looking up this morning. the major asian exchanges posted gains in tuesday's trading, this after a pretty nice rebound at home. the dow was up a hundred points. nasdaq picked up 39. the s&p 500 was 17 on the plus side. there are more signs of movement when it comes to the fiscal cliff negotiations. president obama met with house speaker john boehner once again yesterday at the white house. john boehner is now willing to let the bush era tax cuts

expire for those with incomes over a million dollars a year. the. has reportedly countered with a proposal lowering the amount of new taxes he is seeking while increasing cuts to the programs like medicare. maryland congressman elect john delaney, a democrat, says there's room for compromise on both sides. >> i think we clearly need more revenues and i think we're headed that way. if you look at revenues in our economy are right now, it's the lowest it's been. we need to make spending adjustments and we need to put entitlements on a trajectory that strengthens the program and provides long-term fiscal stability. >> he spoke with us last night on 9news at 7:00. you can learn more about the fiscal cliff which could hit two weeks from today any time on our website wusa9.com. just click on the fiscal cliff tab which is right on the home page. daniel inouye, a medal of honor recipient and second longest serving u.s. senator in history has died. inouye, a democrat, was elected

to congress in 1959, the same year hawaii became a state. he stayed on capitol hill for the rest of his life. he was the first japanese american to serve in congress but before that, he was a war hero. born in 1924, inouye was 17 when japanese planes flew over his home to bomb pearl harbor. he signed up and lost an arm to a german grenade while fighting in italy. the 88-yard senator died a -- 88-year-old senator died at walter reed medical center from respiratory complications. his fellow hawaiian in the senate described inouye's unparalleled legacy. >> it can be seen in every mile of every road in hawaii, in every nature preserve, in every facility that makes hawaii a safer place. >> daniel inouye was 88 years

welcome back to 9news now on this tuesday morning at 5:14. howard says it's going to be an improving day. >> much better than yesterday. tomorrow the pick of the week. the trend is our friend right now. then by the end of the week, we talked about winter beginning friday. that's 6:12 in the morning. almost on schedule, the colder air will be pouring in our direction. so get ready for that. this morning your bus stop forecast, you'll need a jacket but nothing too heavy i don't think with temps down in the 40s and 50s. a little bit of fog. that's mainly up in the

northern shenandoah valley in western maryland this morning. culpeper has a little fog as well. 32 to 52 with sunrise at 7:22 this morning. our day planner, let me go through the visibilities first. we'll talk about the fog. a lot less widespread than yesterday. from york to philly and far north, winchester at 4 miles. warrenton to culpeper a little fog your way. once the winds start to pick up, that will scour it right out of here. we'll 50b degrees by 9:00 -- 50 degrees by 9:00 with a mix of sun and clouds. the winds will start turning northwesterly. down to 52 by 5:00 with winds at times gusting 20, 25 miles an hour. some showers did fall overnight. they've quickly moved up toward new england. you see the rain out in the ohio valley here, even mixing with a little snow in parts of ohio. this is likely the majority of it being wrong out in the mountains. while we could see a sprinkle east of the mountains, i don't

think it's going to be that widespread. 50 in college park. laurel 55. in loudoun county, ashburn down to 48. fairfax is 48 as well with 49 from bethesda and rockville and outside on our michael & son weather camera, see the lights off some of the lower clouds. they're not as low as yesterday morning here in tysons corner with an actual temperature of 50 at national with partly cloudy skies. winds south, west at 5 and humidity 89%. we see some cold air across the country but i was just checking some of the readings across eastern alaska and northwestern canada. minus 30 to minus 45 here. some of that cold is going to start to ooze on down toward the u.s. over the next few days. we see a little bit of it in the northern plains this morning. the northwest, you saw the video of the derailment, am tack towards seattle. another storm system with more rain, more mountain snows, 1 to 2 feet of snow has been falling from the rockies all the way back to the pacific northwest. the rain in new england turning

into -- in southern new england turning to snow up in maine. a lot attach expected there -- a lot of that expected there. for us the winds kick up. most of the showers stay in the mountains. might even see a little bit of wet snow mixing in in the very highest elevations by midday with a mix of sun and clouds and just a stray sprinkle around here possible. rain chances maybe 10%, 20%. tonight we're dipping into the upper 30s in town. low 30s north and west. 54 tomorrow. it's going to be a pretty nice day with lighter winds and sunshine. thursday features clouds increasing. afternoon showers, 53. so our weather alert code is yellow on thursday because the evening commute could be a longer one than you'd like. friday rain or snow flurry possible. chilly and blustery for the upcoming weekend. 5:17. we throw it over to monika samtani. she's got timesaver traffic. now there's an accident on the ramp from 295 to m street in southeast. so be aware of that. other than that, all your bridges are looking good.

it is 5:22 here on this tuesday morning. a touch of fog in places like culpeper and western maryland. we are looking at the clouds which will be breaking up. by 9:00 i expect mid-40s north to around 50 in town. still low 50s south and east. might see sprinkles in the mountains but we're going to be sunny at noon, 57, with a few clouds elsewhere. 48 in hagerstown. 56 in fredricksburg. then this afternoon temperatures dropping off toward the upper 40s and low 50s. andrea and mike, back to you.

>> howard, thank you. he won't play in tonight's game but john wall is getting more court time. >> plus, london fletcher blames the cleveland browns and security guards for a brawl that involves some of his family members at the game on sunday. good morning. london fletcher had never played a game in cleveland browns stadium. so understand was big for him because that's fletcher's hometown. he had about 350 friends and -- 50 friends and family members at the game. but the joy of the victory didn't last too long. several of fletcher's family members were involved in a fight after the game. this is youtube video of the incident. four relatives were arrested and another injured. fletcher told the n.f.l. network on monday the sciewrpt guards instigated the -- security guards instigated the fight instead of helping out. >> i'm not happy about what happened because it put a damper on my return which was

just a few hours. here in town we'll see it much sooner. we're looking outside in northwest d.c. looking off to the west, southwest. virginia in the distance. we have much better visibility than we had. we're seeing the towers now, the radio towers, the tops of them. yesterday they were all shrouded by the clouds. 57 by noon with a mix of sunshine and clouds. that will be the high for the day. then we drop into the lower 50s by 5:00. still a little bit of fog left over. culpeper, warrenton, out toward catlett as well. in northeastern maryland up toward southeast pennsylvania. here in the metro the fog has lifted. we're fine. the showers have really pulled quickly away and the rain we see out toward kentucky and west virginia, some of this may make it out of the mountains. i think most of it, though, does not. 40 in martinsburg. we're 50 here in town. let's check in with monika samtani. she's got timesaver traffic. >> thank so you much, howard. good morning, everybody. there is an accident on the northbound side of i-95 in virginia. it's just north of the fairfax

to jack opinion toe who was a huge giants fan. he was buried in his victor cruz jersey. the other service was for noah posn err. his best friend was his twin sister who survived the shooting. two more funerals will be held today. cbs news is uncovering more information about the gunman adam lanza. he took courses at western connecticut state university while he was still in high school receiving as in many of those courses. he was home schooled for his other classes. friends of his mother said she told them adam had asperger's syndrome and she was taking care of him and that was a full- time job. a former baby-sitter said adam's mother told him he needed close supervision at all times. the newtown shooting is prompting some area lawmakers to reassess their stance on gun control. appearing on our sister station in richmond, virginia, senator mark warner, a democrat said something has to change. >> i believe every american has

second amendment rights and the ability to hunt is part of our culture. i had an nra rating of an a but enough is enough. >> another area senator who says he may now support tougher gun control measures is west virginia senator joe manchin. the democrat famously fired a rifle in one of his campaign ads to demonstrate his support of second amendment rights. one person is hospitalized and several armed suspects are on the run this morning after a shooting in fort washington, maryland. prince george's county police say the victim called to report a home invasion. when officers arrived at the home near camelot way, they found a man had been shot in the back and robbed of jewelry and money. investigators say the armed men ran out a window. the victim is expected to survive. this morning prince william county police are searching for the man they say is responsible for a sexual assault in the

woodbridge area. investigators say yesterday just after 3:00, a 15-year-old girl was attacked inside her home on echo court. we're looking at a composite sketch of the suspect. she told police a man resembling this suspect knocked on the door claiming to work for the cable company and asked for someone who didn't live there. police say he reportedly left but came back a short time later, threatened the girl with a knife, forced her into a bedroom where he sexually assaulted her. anyone with information is asked to call crime solvers. the number is 703-670-3700 or 866-411-tips. 5:33. this morning we are following a situation where police believe a man has barricaded himself inside a home in adelphi, maryland. >> reporter delia goncalves is live near the apartment complex where officers believe they've cornered a suspect. delia, what more have we learned? >> reporter: we know they've been here for several hours at

this point. they're focusing in on the avery park apartments that's right behind us. residents in this general area waking up to heavy police activity. take a look. they have been here since 10:30 last night. that was soon after prince george's county police assisting a u.s. marshal were trying to serve an arrest warrant. let's take a look at some video we shot some time ago when the scene was still very, very active. the suspect we're told is armed inside the apartment but neighbors are safe. we're told an unknown number living in the immediate area have been evacuated. the suspect is alone inside the apartment. no host arches at this point. -- hostages at this point. negotiations are ongoing we're told. we spoke to corporal maria mckenny with prince george's county police a short time ago. here's what she had to say. >> at this time the person is armed and barricaded themselves insides the apartment. and we're hoping that this person through ongoing

negotiations will come out peacefully and unarmed. >> reporter: again, they're hoping that there will be a peaceful resolution to this barricade situation that's been happening for several hours here outside the avery park apartments. police have blocked off the area around oak view drive and new hampshire avenue, but they are letting local residents who live here to come in and out throughout the day, but they're cautions folks when they wake up this morning and they see all this police activity, they want to let folks know they have everything under control and no one has been injured. we'll stay on top of this story and bring you the very latest in a half-hour. back to you. >> thank you, delia, live in adelphi, maryland this morning. time for your money report now. jessica doyle is off but we still have the numbers for you. the senate debated aid for the victims of hurricane sandy into the night. they ended without taking a vote on t. democrats are trying to push for a $60 billion package. they want it done before christmas. republicans say while they're sympathetic, they favor a

smaller initial aid package at the moment. locally the federal emergency management agency added that montgomery and caroll counties in maryland to the list of those designated as disasters after the storm which could free up some federal aid for them. virginia governor bob mcdonnell's revised $80 billion budget includes some modest spending increases. he says for health care and for teacher raises. the changes add about $211 million in spending, including $59 million for a 2% teacher pay hike, $70 when medical to hold down the state employee health care insurance rates and $128 million to deposit into the state's rainy day fund reserve. governor mcdonnell says he's tempering the state's projected revenue because of the economic shock that could happen if the country goes over the fiscal cliff. a federal judge has denied a request by apple to ban u.s. sales of samsung's smartphone models. in august a jury found that samsung had copied some critical features of the iphone and ipad and awarded apple more

it's going to be partly sunny in most areas. temperatures in the cold spots low 40s. mild areas south and east of town low 50s. sunrise not until 7:22. we're going to start to reverse course next week with the solstice coming on friday. so length of sunlight, we're at the shortest days of the year. warrenton toward arrange and cumberland and martinsburg fog. hagerstown you're up to a mile. ten miles in town and especially south and east, no real problems. headed up to philly this morning or maybe southeast pennsylvania, still some fog up there. so sunshine, a few clouds, maybe a stray sprinkle. by 8:00 49. noon we're up to 57. i think that's about the high for the day. then we fall off this afternoon with northwesterly winds. look at them. 13, 17 miles an hour. they'll be gusting maybe to 25. by 8:00 47 degrees and the winds will get a little bit lighter tonight so we won't be nearly as breezy.

you can see the showers we're still watching into west virginia trying to make it out of the mountains. maybe in the shenandoah valley if they hold together, you might see some of these over the next couple of hours. that's the only precip that we have in the short term. it's 48 this morning in gaithersburg and baltimore. still in the mid-50s from fredricksburg over toward the southern maryland and lower eastern shore with mid-40s now. in fact, low 40s cumberland and winchester. outside, though, nice looking, especially compared to yesterday. much higher sky. in fact, i was outside just a few minutes ago on the weather terrace. lots of stars showing up here. this is our michael & son weather camera with good visibility. mostly cloudy reported at national on the hour with a temp of 50 and very light winds. south, southwest at 3. that is going to change. cold air, a little bit of it coming toward bismarck at 20 this morning. but as lieu into canada -- as you look into canada and especially alaska, this is the heart of the arctic air. 45 below in north way. mcmillan pass 37 below.

this we have to watch because this cold has been building. eventually it's going to come south. hopefully in little pieces. if it comes in a big piece we'll have some trouble. right now we're watching a little of it with snows m.c.i.d in the mountains. up in northern maine big ones. with the system passing away from us, we'll be quiet today and tomorrow but by thursday our next weather maker moves in. weather alerts green, green and yellow on thursday because the afternoon commute could be a slow one with the rain moving in. but a breezy tuesday, 57. 30s tonight. nice on wednesday, 54 with 53 on thursday. again the showers moving in in the afternoon. friday blustery, colder, a rain shower, maybe a flurry and blustery this weekend with highs only in the low 40s to bring in the first full weekend of winter. let's check in with monika samtani here. she has an update on timesaver traffic. a pretty big issue on the beltway north of town. you'll want to hear it if you're just headed out the door. on the outer loop of the beltway right here after

connecticut avenue, we've got tons of equipment here at the accident scene. only the right side of the road is getting by. you know that at 5:49, 5:50 in the morning, traffic is increasing very quickly through the area anyway and now you've only got one or two lanes getting by to the right on the outer loop. that's westbound 495 as you roach and pass connecticut avenue. i will keep you posted on this situation, ton of equipment on the scene here. let's go back to the maps, this time over to virginia on the northbound side of i-95, ongoing accident activity near lorton in the hov lanes. that's been block off the right lane for a while. expect slow traffic through that area. we'll take a live look on our traffic land camera nearby. if you're traveling -- actually this is the outer loop at route 1. let's go to our traffic land camera on the northbound side of 95. again, you've got the slow traffic trying to get in toward lorton because of that accident in the hov lanes and hopefully that should be cleared shortly. i'll keep you posted on both of those situations coming up once again in my next report at

6:00. now to you, delia. we are live here in adelphi at the scene of an ongoing barricade situation off new hampshire avenue. we will have a live update for you in a half-hour. today's hero central honor as program that's keeping students on track to graduate. less than half the students in the district's ward 8 who enter high school go on to earn their diploma. many of those who drop out do so before the tenth grade. jc hayward salutes the resources for inner city children better known as rich. damos lewis is one of the smartest in his class. he's a junior at anacostia high school. the 16-year-old is a member of resources for inner city children, a tutoring program located inside his high school. >> once you get into the program, you get help and taught more things and better

language skills. >> reporter: the program's founder is a former teacher who wanted to give back to one of the poorest parts of the community. >> it's about justice. we're trying to give some of the same services that wealthier kids have enjoyed to kids who can't afford them. high quality tutoring as well as the mentoring and just show them that there's a path to college and success. >> reporter: today lewis is an excellent student but he had problems in the past. he improved his gpa from 2.7 to 3.6 after working with the program's tutors. he says the program better known as rich helped him overcome adversity both socially and academically. barbra taylor is a institute or for -- is a tutor for rich. >> he's a very bright kid who needs some writing work. articulation. because he's quiet usually. >> reporter: through rich lewis is a member of mathletes, a math enrich month program where
